I have the honor to advise His Excellency that the jurisdiction of the Magistrates of this Colony extends over all offences affecting life or liberty committed on board Ships of any nation lying at anchor within the limits of the harbor of Hongkong, provided,
of such ships do not come under the denomination of men of war.
I have also received the deposition in the case of the Queen v. M'Mistin's, before the Hon'ble. The Chief Magistrate, And in the case of Maddison charged with desertion from the American Barque "Reindeer", before Mr. Hambly.
